Reveal a comprehensive understanding of each of the issues involved as well as the interrelationships among those issues
Conduct an accurate, fair, and impartial presentation of the issues at hand and an informed, logical explanation of all aspects of your investigation

Present clear, yet incomplete ideas for investigating the situation that addresses most major issues
Demonstrate research techniques when gathering evidence on both sides of any issues identified
Reveal a comprehensive understanding of some of the issues involved as well as the interrelationships among those issues
Give a clear presentation that includes two of the following: identifying all of the issues, how you chose to investigate them, and what you decided to do about them.

Present a general, but somewhat vague plan of action that includes at least three potential issues
Demonstrate research techniques when gathering evidence on at least three potential issues both sides of any issues identified
Reveal a reasonable understanding of some of at least three of the issues involved as well as some of the interrelationships among those issues
Give a clear presentation that includes some of the following: identifying all of the issues, how you chose to investigate them, and what you decided to do about them.

Recognizes some, but not all of the issues involved - no identification of a problem to be addressed
Present a plan of action that includes at least two potential issues
Demonstrate incomplete research techniques when gathering evidence
Reveal an incomplete understanding of some of the issues involved and/or an incomplete grasp of the interrelationships involved
Presentation is not clear.
